MINUTES <br />Planning Commission <br />February 4, 1988 <br />Gardner Costa asked Gardner Bros. development plans for their site. <br />Bros. (Cont.) <br />Felix reported that they would probably develop their site with two <br />buildings towards the front of the property along County Road D, <br />and would like to develop storage buildings at the back of the site. <br />The property under the power lines would be used for parking area. <br />DeLonais asked if NSP would permit parking under the power lines. <br />Parks replied that NSP will allow parking under the power lines, <br />but will not allow permanent structures under the lines. <br />Felix also reported that soil tests will be done on the property. <br />DeLonais pointed out that at the last Commission meeting, the members <br />did not have an engineering report. There is certain criteria that <br />must be met in land split requests, such as ensuring that other property <br />is not being landlocked by the split, and ensuring that the property is <br />buildable. <br />Herkenhoff pointed out that there have been complaints voiced in the <br />past that the property in this area is not buildable due to poor <br />soils. <br />Larry Lee reported that the reason that he was required to obtain an <br />easement from Garner Bros. for the Slumberland building was not due <br />to soil conditions, but rather a ruling by the State Fire Marshal <br />requiring a certain amount of footage around buildings of certain <br />size. Lee reported that the Slumberland building met all Zoning <br />requirements. Lee reported that he tried to move the building to the <br />south, but there were 54 feet of bad soils in that area. Lee reported <br />that the site where Slumberland is located as well as the site being <br />discussed tonight is good, solid land with 3,000 pound tests. <br />Costa asked what would have happened with the Slumberland building <br />had Lee not been able to purchase the easement from Gardner Bros. <br />Lee reported that he would have had to bring the building up to the <br />next level of fire rating. <br />Lee reported that he plans to build hisown corporate offices on the <br />site he is purchasing from Gardner Bros. However, he does not have <br />plans available at this time. Lee felt that if the Commission was <br />going to require plans in order to approve a lot split, then this <br />should be a requirement of all lot splits. Lee did not feel it fair <br />to make this requirement of him and not everyone else in the City. <br />Herkenhoff pointed out that the question last meeting was the buildability <br />of the site. Herkenhoff stated that the Commission was concerned with <br />approving a site that might prove not to be buildable. <br />Page -2- <br />
