MINUTES <br />Planning Commission <br />March 10, 1988 <br />Theis <br />Property <br />Division <br />(Cont.) <br />and the new lot would have 11,000 square feet. <br />The City Planner reported that the property division request meets <br />all Code requirements. The Planner also noted that under Code the <br />narrowest portion of a lot is considered the front yard. Therefore, <br />the front yard for the existing house would be considered to face <br />County Road D, and the east side of the property is considered a <br />sideyard and only a 10 foot setback is necessary. <br />Mr. DeLonais recommended approval of the Thomas Theis property <br />division as presented. <br />Motion seconded by Schweizer. <br />Motion carried 6 - 0. <br />Rezoning Bill Sanders, representing the Park Commission, appeared before the <br />Thunder Commission explaining the proposal for rezoning of the Thunder Bay <br />Bay Park Park Area from R -1 to Public for park purposes. Sanders presented <br />For Park the Commission with diagrams of the Thunder Bay Park Area which is <br />Purposes located under the NSP powerline easement extending from Payne Avenue <br />to Greenbrier. Sanders also described the ownership of the various <br />parcels involved, and reported that the Park Commission is negotiating <br />for the parcels still under private ownership. <br />Sanders described the development plans for the park area which <br />include open play areas, tot lots and a trail system. Sanders <br />reported that the Park Commission is holding neighborhood meetings <br />to discuss development of the park with the residents in the area. <br />Costa asked the total amount of acreage involved in the park. <br />Sanders replied that the Thunder Bay Park itself consists of 3 1/2 <br />acres and estimated that the entire area under the powerlines consisted <br />of between 15 and 20 acres. <br />Sanders also reported that there would be walkway easements from <br />various cul -de -sacs in the area for park access. <br />Costa felt that the development of this park would have an adverse <br />effect on usage of Spooner Park. <br />Sanders disagreed and felt the Thunder Bay Park would compliment <br />Spooner Park. Sanders described plans for an interconnecting trail <br />system to the City's park facilities. Sanders also pointed out that <br />Spooner Park is a community park, while Thunder Bay Park will be a <br />neighborhood park. <br />Herkenhoff pointed out that crossing Edgerton with a trail system will <br />be dangerous. <br />Page 2 <br />
