MINUTES <br />Planning Commission <br />March 10, 1988 <br />Thunder Sanders agreed and stated that this will have to be looked at. <br />Bay Park <br />(Cont.) DeLonais asked the length of property from Payne Avenue to LaBore <br />Road. <br />Sanders estimated the distance to be over 1/2 mile. <br />Herkenhoff asked the City's intent for fencing the holding pond. <br />Sanders replied that the Park Commission does not intend to fence the <br />holding pond, but agreed that there is a hazard present with a holding <br />pond. <br />The Planner reported that the Council has decided not to require the <br />fencing of holding ponds. . <br />The Planner asked the improvement schedule for Thunder Bay Park. <br />Sanders reported that the Park Commission has $37,000 budgeted for <br />1988 for grading and completion of the trail system from Payne Avenue <br />to Greenbrier. <br />Herkenhoff asked the timing for completion of development of the park. <br />Sanders estimated that the park could be completed within 5 years. <br />The tot lots will be the biggest expenditure. There were discussions <br />by the neighbors requesting tennis courts, however, this would eliminate <br />one of the large play areas. The Park Commission does not want to <br />lose the play areas. <br />Herkenhoff agreed that the play areas would receive more use than <br />tennis courts. Herkenhoff pointed out that older children would use <br />tennis courts and they could go to Spooner Park. <br />Costa asked if the trail would be a walking or biking path. <br />Sanders replied that the trail would be a multi - purpose path, however, <br />no motorized vehicles would be allowed on the path. <br />Costa reported that he is currently having problems with vandalism <br />by children using the trails in his area and felt that these trail <br />systems needed to be policed. <br />Sanders replied that the Park Commission would work with the property <br />owners in terms of screening and landscaping along the trails. <br />Costa questioned the need for trails. <br />Sanders replied that there is a high damand for trails pointing out <br />the heavy use of existing trails. <br />Herkenhoff agreed that the trails would need to be policed. <br />Page 3 <br />
