MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 9, 2006 <br />Knudsen noted that the PUD Permit for the Frattalone property was <br />approved in 2001 with a number of conditions. These conditions are <br />outlined in the City Planner's report dated November 3, 2006. Frattalone <br />reported ChaC all the conditions have either been meC or will be met. <br />Duray noted the required actions listed on page 5 of the City Planner's <br />November 3`d report and asked if Frattalone accepted those conditions. <br />Frattalone replied that he did. <br />Knudsen recommended approval of the rezoning of the Rice Street site as <br />well as Parcel Strip purchased from the Railroad to Planned Unit <br />Development (PUD), approval of the Amendment to PUD Permit <br />reflecting the September 26, 2006 Site Plan as submitted, and approval of <br />the Comprehensive Sign Plan as submitted subject to compliance with the <br />recommendations of the City Planner as outlined in his report dated <br />November 3, 2006. <br />Motion seconded by Duray. <br />Motion carried 5 - 0. <br />PRELIMINARY Mr. Pat Johnson appeared before the Commission requesting approval of a <br />PLAT AND Preliminary Plat for Canadian Woods consisting of eight (8) single-family <br />VARIANCE - lots as well as a Variance for cul-de-sac length. Johnson reported that the <br />CANADIAN engineering work for this plat is close to completion, including drainage <br />WOODS plans. These plans have been reviewed by the City's Planner and <br />Engineer. Johnson indicated that there are a few issues that need to be <br />addressed, but he foresaw no problems in meeting the recommendations of <br />the City Planner and the City Engineer. <br />Johnson described the location of the proposed eight-lot plat noting Chat <br />six new lots will be developed, while two lots will retain the existing <br />homes at 3032 and 3040 LaBore Road. <br />Johnson pointed out the holding pond that is proposed on Lots 6 and 7. <br />He also pointed out proposed Outlot B that is part of the plat, noting that <br />he would like to sell this property to the abutting Maplewood property <br />owners. Johnson reported that Little Canada staff is trying to set up a <br />meeting between Little Canada and Maplewood to find ouC how this <br />property would be governed in the event it is purchased by the abutting <br />Maplewood residents and combined with their lots in Maplewood. <br />Johnson indicated that a 75 foot buffer is needed from Che wetland. Given <br />the wetland delineation, some of the Maplewood properties would have <br />2 <br />
