MINUTES <br />Planning Commission <br />April 14, 1988 <br />Davison pointed out that a change in the plat would be a Council <br />decision. The Planning Commission is looking at the rear yard <br />setback. <br />The Planner indicated that the Planning Commission can make a <br />recommendation on the issue. The matter could be addressed in the <br />PUD Agreement indicating that DeSoto was the legal frontage for <br />the mini office /warehouse site, but no access would be allowed from <br />this commercial site to DeSoto. <br />The Planner reported that the developer is requesting TIF assistance, <br />and is proposing that the amount of taxes that would be captured would <br />be in lieu of Gardner Bros.'s assessment for DeSoto Street. <br />Mr. DeLonais recommended approval of the Gardner Bros. final plat and <br />PUD based on the recommendations of the City Planner dated April 11, <br />1988 contingent upon proper drainage of the site and with the statement <br />that the Planning Commission would like to see a 20 foot setback on <br />the rearyard, and subject to the recommendations of City Staff. <br />Perlinger seconded the motion. <br />Motion carried 6 - 0. <br />Boosalis Mr. Nick Boosalis, representing Sherman Boosalis, appeared before the <br />Development Council reporting that they would like to develop a second strip center <br />Proposal adjacent to their development at Rice Street and County Road C. <br />DeLonais asked the separation between the two buildings. <br />Boosalis replied that there would be a 30 foot separation. <br />Costa asked if there were tenants for the proposed building. <br />Boosalis replied that there were not. Boosalis then presented a site <br />plan for the second shopping center which he reviewed with the Commission. <br />Then Boosalis presented a second site plan which included modifications <br />to the first plan and which was a result of a neighborhood meeting that <br />was held with Iona Lane residents. <br />Boosalis reported that originally a 20 foot setback was requested from <br />the northern property line, but this has been increased to 40 feet. <br />Boosalis also explained that the neighbors voiced complaints about <br />lights from the existing center shining into backyards and debris blowing <br />into their yards. Boosalis reported that he would have these lights <br />pointed downwards and would have the trash cleaned up. <br />Boosalis also pointed out provisions for screening that would be made on <br />the new center to protect the area to the north from lighting problems, <br />etc. Boosalis also suggested that the elevation of the center could be <br />Page 4 <br />
