MINUTES <br />Planning Commission <br />April 14, 1988 <br />Boosalis lowered 2 or 3 feet. Boosalis also pointed out that there would be no <br />Development access to the back of the shopping center from the northern edge of <br />(Cont.) the center. <br />Boosalis reported that their plans are to some day develop the back <br />portion of the property residentially. They have two property owners <br />on County Road C interested in selling their property. However, there <br />are no plans for the development of this area at this time and Boosalis <br />reported that they were prepared to sit on the property until they were <br />able to acquire additional property on County Road C. <br />DeLonais asked if there would be a road developed on the north side of <br />the proposed shopping center to access the back property. <br />Booslis replied that there would be no access to the back property from <br />Rice Street, and the only access to this area would come from County <br />Road C. Boosalis stated that it does not make sense to have residential <br />development access directly to Rice Street. <br />The City Planner reported that this could be controlled by PUD Agreement. <br />Any amendment to the PUD Agreement would require public hearings. <br />Davison stated that he was not in favor of the upzoning of any property. <br />Davison felt a mistake was made when access to this area was not provided <br />through the Schrier development. Davison did not feel that if the <br />property on Rice Street was rezoned B -3 that the property to the east <br />would ever develop as R -1. <br />Herkenhoff asked how much frontage on Rice Street Boosalis would have in <br />total. <br />Boosalis replied that the two shopping centers would have 600 feet of <br />frontage. <br />Tim Townsley, resident of Iona Lane, pointed out that a portion of this <br />property is zoned R -1 and the insurance office to the north is zoned <br />R -1 as well. <br />Costa asked if Boosalis has purchased the property. <br />Boosalis replied that the property is under purchase agreement and <br />the purchase is contingent upon a number of factors, one of which is <br />the rezoning. <br />Davison again stated that if the frontage on Rice is rezoned to B -3, the <br />R -1 property to the east will never develop as R -1. <br />Herkenhoff felt the property could be developed as R -1 with access from <br />County Road C. Herkenhoff pointed out that the people in the area want <br />to see this property developed as R -1. <br />Davison pointed out that B -3 parcels on County Road C would have to be <br />purchased to provide access to the R -1 property. It will cost a lot <br />of money to purchase this property. <br />Page 5 <br />
