MINUTES <br />Planning Commission <br />April 14, 1988 <br />Roosalis <br />Development <br />(Cont.) <br />Herkenhoff pointed out that if the property owners on County Road C <br />do not want to sell, Boosalis will have to sit on the property for <br />many years. <br />Costa asked why there were no development plans for the property <br />in the back. <br />Boosalis replied that it is their hope that over time they will be <br />able to purchase the property on County Road C. However, the homes <br />in this area are older homes, and there would be difficulty marketing <br />the property behind them as residential with these homes in existence. <br />Boosalis reported that his firm hoped to acquire these homes and <br />develop the area as residential, however, not necessarily as R -1. <br />However, if the City decides the property will remain R -1, that is <br />a decision that he will have to live with. <br />Boosalis reported that there are currently 5 property owners who will <br />not sell, but felt it would be a matter of time before the properties <br />were sold. <br />Don Pierce, 30 Iona Lane, felt that there should be development plans <br />for this property now so that the people of Iona Lane know what is <br />planned. Pierce expressed concern with rezoning the property on Rice <br />Street without knowing the development plans for the rest of the area. <br />Costa suggested that there was adequate room to have a residential <br />development accessing Rice Street. <br />Boosalis did not feel that made sense. Boosalis reported that the land <br />use guide suggests commercial development on Rice Street. <br />Tim Townsley, 90 Iona Lane, stated that his property would abutt <br />commercial property, which he has not in favor of. Townsley felt <br />that the rezoning proposed would devalue his property. <br />Ted Bergstrom, resident of Iona Lane, agreed with Davison's comments <br />that if the property was rezoned to B -3, the R -1 property would never <br />be developed as such. Bergstrom felt that a plan should be prepared for <br />the entire area. Bergstrom felt that in subsequent years there would <br />be a request for multiple zoning on the property to the east. Bergstrom <br />suggested that the proposal was spot zoning which would devalue the <br />Townsley property. <br />DeLonais pointed out that some years ago the City assured <br />on Iona Lane that there would be a R -1 buffer on both the <br />south of Iona Lane. <br />Pierce pointed out that there is a 100 foot buffer on the <br />requested something similar on the south. <br />The City Planner reported that while the Comprehensive Plan does not <br />the people <br />north and <br />north and <br />Page 6 <br />
