The Comprehensive Planalso suggestsbuffering between <br />residential and commercial uses. The Planner replied that in speaking <br />with the County Assessor's office, he was informed it is possible to <br />buffer between the two uses so that there is not a loss of property <br />value. Therefore, the Planner felt it was possible to adequately <br />buffer between the proposal that will protect the residents to the <br />north <br />Boosalis pointed out that he is not asking for a rezoning of the property <br />to the east, only the property along Rice Street. <br />Costa asked if the shopping center could be moved further west to line <br />up with the building on the north. <br />The Planner replied that to do that, the parking for the center would <br />have to be located in the back which would have a much greater impact <br />on the property to the north. <br />Jean Gregory, Iona Lane resident, expressed concern about the effect <br />of this development on the Townsley property. <br />Boosalis noted that the parking will not be on the northern boundary <br />of the property and there is a fence proposed along the northern property <br />line. <br />Townsley felt there should be a stepped -down zoning adjacent to the <br />Iona Lane property. <br />Davison felt that in the past the City has never looked at only the <br />frontage of Rice Street when considering development proposals, but <br />at the entire parcel. Davison felt that whatever is located on this <br />parcel along Rice Street, will ultimately effect the entire parcel. <br />Davison felt that the area should be developed with a use that is <br />more compatible with the property to the north and would allow the <br />orderly development of the property to the east. <br />Herkenhoff felt that the developers should again sit down with the <br />Iona Lane neighborhood to try to work out a compromise. Herkenhoff <br />pointed out that some day the property will be developed, and it would <br />be nice if the development was acceptable to both the developer and <br />Iona Lane residents. <br />Pierce felt that once the developer got a shopping center on Rice <br />Street, they would be in for a rezoning of the property to the east. <br />Pierce also felt the Townsley property needed to be protected. <br />Townsley felt that a 40 foot setback was no protection for his property. <br />Townsley pointed out that he already has problems with lights from the <br />existing shopping center and trash blowing into his yard. Townsley <br />pointed out that the bingo hall has been donating money to the City for <br />the purchase of park land, and suggested that this property be developed <br />as a park. Page 7 <br />
