MINUTES <br />Planning Commission <br />April 14, 1988 <br />Blesener described the proposed lay -out for the Council Chambers. <br />There is consideration in making the Chambers large enough to accommo- <br />date community use. The Council is going to determine the average <br />attendance at senior citizen meetings to determine whether or not it <br />will be feasible to provide for use by seniors. <br />Blesener further described the proposed lay -out of offices as well as <br />space provided for the Recreation Department. <br />DeLonais asked where the financing for the addition would come from. <br />Blesener replied that the City's General Fund is very healthy and it <br />may be possible to finance the cost of the addition from the General Fund. <br />Blesener also pointed out park purchases that the City is negotiating <br />for and the City's position with regard to its Park Land Acquisition <br />Fund. Blesener also reported that the Recreation Association has <br />indicated that they will donate $200,000 toward the purchase of park <br />land in the Centerville Road area. The City has also received about <br />$300,000 in donations from the Little Canada Bingo Hall towards the <br />purchase of park land. <br />DeLonais asked if bingo would continue to be as popular if a State lottery <br />is passed. <br />Blesener thought it would. <br />Costas asked the status of the City's purchase of park land in Centerville <br />Road area. <br />Blesener replied that the City has signed an option agreement with Dave <br />Frattalone, the Fasciana family and Quality Blacktop for the acquisition <br />of these properties. There is a good commitment on the part of Mrs. <br />Bibeau to enter into an agreement with the City and rumors that the Butler <br />property will be available as well. The City will try to acquire the <br />property and then will develop a lay -out for the development of the <br />land. Blesener was not sure if 25, 30, or 35 acres would be acquired. <br />Blesener estimated that the land purchase would be finalized by the <br />summer and then development planning would begin. <br />DeLonais felt that the park should be developed to benefit Little Canada <br />residents and not for the purpose of running ball tournaments for non- <br />residents. <br />Blesener felt the first commitment would be to provide adequate space <br />for youth ballteams in the City. <br />Costa asked the status of the Capitol View property. <br />Blesener explained that the City offered the School District $400,000 <br />for the purchase of Spooner Park. The School District has countered <br />with $470,000 plus the rezoning of Capitol View to B -3. The City is <br />Page 14 <br />
