Rezoning <br />The proposal from the developers would rezone from R -1, <br />Single Family Residential to B -3 General Business, a parcel <br />of and approximately 213.52 feet deep (from Rice Street) by <br />122.69 feet wide. This is the Rice Street frontage of the <br />former Steneroden parcel. This is the same site which is <br />concurrently proposed for subdivision.' This 122x213 foot <br />parcel would then be added to the existing Rice at C <br />property and the remainder of the Steneroden property would <br />be added to the undeveloped future phase of the PUD. <br />Exhibit C illustrates the proposed zoning. <br />With regard to the rezoning issue itself, land use <br />directives are made by the City's Comprehensive Plan. While <br />the plan is typically general in 'nature the policy section <br />of the plan lists several directed goals, objectives and <br />policies which guide the City's and use decisions. We have <br />identified the following policies which are directly or <br />indirectly applicable to this proposal. <br />OBJECTIVES <br />Provide safe, convenient, attractive, and accessible <br />commercial development within Little Canada, while promoting <br />and maintaining balanced commercial activity that is viable <br />and responsive to the needs of the community. <br />Explanation: Presently the majority of commercial activity <br />within Little Canada occurs along Rice Street. This <br />commercial activity is primarily auto - oriented and creates <br />such problems as parking and congestion. Through planned <br />redevelopment and infill, this "strip" of commercial <br />development can be vitalized and better serve the community. <br />Additional commercial activity should occur on a limited <br />basis throughout the community to serve the neighborhoods. <br />Because of the major freeways transversing the community, <br />high volume, rapid service highway - oriented commercial <br />activity occurs in certain areas of Little Canada. This too <br />is important but should be limited to those intersections at <br />which it already exists and only restricted expansion <br />allowed in the future. <br />POLICIES <br />o Analyze all remaining undeveloped and parcels on an <br />individual basis to determine the most appropriate uses <br />within the context of the planning district in which it <br />is located and the community as a whole. <br />o Ensure that intensification of and use activity and <br />development is accompanied by sufficient corresponding <br />increases in related supportive and service facilities <br />Page 22 <br />
