Final Plat <br />The submitted plan as shown in Exhibit B shows six foot <br />utility and drainage easements along most of the exterior <br />property lines. In addition, the large N.S.P. easement is <br />shown through the center of the property as a drainage and <br />utility easement. Along the property line between Lots 1 <br />and 3, a 20 foot (10 feet on side) is shown as well. These <br />all appear in conformance with City standards. <br />Along the east side of the property, a 17 foot strip of land <br />is shown to be used for Desoto Street right -of -way. This <br />width and location are in conformance with City <br />requirements. <br />Utility Plan <br />Exhibit C is the proposed development and utilities plan for <br />this property. This plan shows a 33 foot right -of -way <br />dedication for Desoto Street. As discussed earlier in this <br />report, a 17 foot wide dedication is sufficient for Desoto <br />Street. Exhibit E shows the area in question. <br />Because of the excess right -of -way shown along the eastern <br />property line, the developer may wish to revise his <br />development plans. If this is the case, the City should <br />have ample opportunity to review any revisions accordingly. <br />The City Engineer should review the prpoposed utilities <br />accordingly. It would appear that the fire hydrant at the <br />east side of the property in front of the rear line of <br />buildings should be located further east based upon the <br />corrected location of property line. The City Engineer <br />should also review this detail. <br />Landscape Plan <br />The submitted landscape plan (Exhibit D) shows a variety of <br />trees and plantings throughout the site. To better screen <br />the parking area from the residential district to the east, <br />our office recommends integrating some type of understory <br />shrubbery with the proposed Little Leaf Linden. All areas <br />not paved are to be sodded or seeded in order to control <br />dust. <br />Grading and Drainage <br />A grading and drainage plan has not been submitted to our <br />office with this proposal. Such plans shall be subject to <br />the review and comment of the City Engineer. <br />Parking <br />Page 66 <br />
