MINUTES <br />CITY COUNCIL <br />JUNE 12, 2013 <br />AUTHORIZING MINOR MODIFICATIONS TO THE <br />DEVELOPMENT AGREEMENT SUBJECT TO APPROVAL BY THE <br />CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />VETERANS' The City Administrator reported that the Veterans' Memorial Committee <br />MEMORIAL has been meeting for a number of months. The Committee has chosen the <br />PROJECT Round Lake Park site for the memorial. The Parks Consultant has <br />volunteered to do the design work for the memorial at no cost, but has <br />requested reimbursement for out -of- pocket or internal office expenses. <br />The Administrator indicated that there will also be some engineering costs <br />associated with this project. Therefore, the Administrator requested a <br />budget of $5,000 be established to cover incidental expenses. <br />The Administrator reported that a preliminary design has been created for <br />the memorial, however, that design is still being reviewed by the <br />Committee. Once a final design is agreed on by the Committee, the <br />Administrator indicated that he would present it to the Council for <br />approval. He noted that the initial estimate for the project is about <br />$70,000 which includes an estimated $17,000 for the addition of a three - <br />car parking bay on Little Canada Road and another estimated $17,000 for <br />sidewalk improvements. The Administrator reported that the Veterans' <br />Committee is asking if the City would consider covering these costs, <br />noting that the extension of sidewalks /trails has been a part of the City's <br />plan for Round Lake Park improvements. The Administrator reported that <br />the Veterans' Committee is contemplating fund- raising efforts for the <br />remainder of the project costs, one of those efforts will be a "buy -a- brick" <br />program. <br />The Council discussed the request for City participation in the cost of <br />parking and sidewalk improvements. The Council indicated that they <br />would give this request consideration, but reserved their decision until a <br />final design was submitted by the Veterans' Committee. The Council <br />asked about some of the other components that the Committee is <br />consideration, such as an automated kiosk. The Administrator reported <br />that no final decisions have been made by the Committee on the design of <br />the project and the various components. Again, the project will be <br />presented to the Council for approval once the Committee finalizes their <br />design vision. <br />Blesener introduced the following resolution and moved its adoption: <br />6 <br />
