66 <br />Furthermore, by having this information available before <br />bidding, the owner is better able to make informed decisions <br />which should result in the project being more in line with <br />budgeted estimates. This prevents the owner from going back <br />to a contractor after bidding and asking for potential cost <br />reductions where the credit for the reduction will not equal <br />the true cost savings accruing to the GC. <br />3. CM utilizes value engineering. As previously <br />discussed, value engineering is an economic look at design <br />elements from the viewpoint of other than that of the <br />architect. It interjects fiscal control on behalf of the <br />owner with regard to the design of the project. By evaluat- <br />ing various design possibilities and looking at all the cost <br />implications of those alternatives, an owner is best able to <br />obtain the most value for the money. This process will also <br />help to eliminate overdesign and /or underdesign of project <br />components.109 <br />4. Elimination of GC overhead and subcontractor <br />markup.
