80 <br />Implementation of the Construction Management Process <br />The key factor in having a successful CM project is the <br />hiring of a qualified firm to provide construction manage- <br />ment services. Weinert states: <br />"there are virtually no documented, identifiable <br />criticisms of construction management. Specula- <br />tions and supposition include thoughts on the quali- <br />ty of the CM and the corresponding services provid- <br />ed and the ability of the CM to meet the needs of <br />the owner through effective management of the <br />project. These fears can be erased, however, <br />through appropriate planning on the part of the <br />owner. The CM, like the A /E, is a professional <br />and, therefore, should be selected accordingly. <br />The construction manager, however, must be brought <br />in at the earliest stage of the project to optimize <br />cost, time and quality ��gm inception to occupancy <br />and post construction." <br />Selection Process <br />Without the availability of uniform standards and licens- <br />ing governing all of construction management, one must be <br />careful in the selection of this firm. As discussed <br />earlier, the Federal government discovered that it was a <br />field easily entered by firms claiming to be CM's who were <br />not truly qualified to provide these services.
