MINUTES <br />- <br />Planning Commission <br />Sept. 13, 1984 <br />Durray <br />(Cont.) <br />Mr. Davison stated that he felt Durray's plan was a good one, but <br />was concerned about drainage for the Demont area. Davison asked <br />how this development will impact on Demont. <br />Mr. Crittman stated that it was Durray's responsibility to address <br />his drainage and the City's responsibility to address the Demont <br />area. <br />Hrs. Kingsbury asked if this proposal could be denied, if the City <br />does not intend to do anything about the drainage on Demont. <br />Mr. Davison stated that he would like to see the Engineer's comments <br />about the end of Demont Street. <br />Mr. Crittman stated that the proposal will generate more run —off, <br />but it is not Mr. Durray's problem to correct the City's previous <br />drainage problem. <br />Miss Peterson stated that she is concerned that she will have water <br />running into her basement. Mr. Durray stated that there will he a <br />swail across the hack of his property and along the side on top of <br />the drainage pipe. Also, there will be curbing around the parking <br />lot to keep the water from draining onto the Peterson property. <br />Mr. DeLonais stated that he did not think that a 12 —inch pipe will <br />drain the area. However, DeLonais stated that if the Peterson's <br />are satisfied with the plan, he would go along with it. <br />'4r. Crittman reported that the swail and pipe are sized to handle <br />a 100 —year rain. Mrs. Peterson asked how far below the surface the <br />pipe would he laid. Crittman replied that the bottom of the pipe <br />will be at a maximum of 3 feet below the surface. Mrs. Peterson <br />stated that she was concerned that in the spring the pipe would <br />freeze up, and questioned where the water would go then. <br />Mr. Durray stated that because of the curb, water would remain in the <br />parking lot. <br />Miss Peterson stated that she was satisfied as long as no water <br />ran onto her property. Mr. Crittman stated that the Engineer's <br />recommendations were supposed to cover this. <br />Mr. Durray stated that it is his responsibility to see that water <br />does not flow onto the Peterson property and if there are any <br />problems he would take care of them. <br />Mr. Durray asked the Peterson's if they were satisfied with the fence. <br />Miss Peterson felt a 10 foot fence would be preferable. Mr. DeLonais <br />stated that he has an 8 foot fence along his property, and there have <br />been no problems with it. <br />
