MINUTES <br />Planning Commission <br />Nov. 8, 1984 <br />Tom Thumb <br />(Cont.) <br />Mrs. Timmons asked where the employees of the premises parked. Mr. <br />Fuchs replied that there is adequate space for the employees to park <br />in the rear or east side of the building. <br />Mrs. Kingsbury commented that parking in front of the dry - cleaners <br />is terrible. Kingsbury suggested eliminating the last parking <br />space on this end and allowing people to hack into it and turn <br />around. Mr. Fuchs was agreeable to this. <br />The Planner stated that this would be the best situation for the <br />situation on this end of the parking lot. <br />Mrs. Kingsbury asked if the smaller medium would cause problems <br />during the winter by decreasing space for storage of snow. Mr. Fuchs <br />replied that this is the responsibility of the owner and he is aware <br />that he may have to truck snow out of the location. <br />Mrs. Timmons brought up the situation caused by trucks loading in the <br />front of the center. The Planner agreed that one of the problems is that <br />there is no loading zone at the center. <br />Mr. Fuchs stated that the owner can insist that supplies come in from <br />the back of the building. <br />The Planner agreed that once the people using the center realize <br />that there is angle parking, they will have to enter the center properly. <br />Mr. DeLonais asked if an accident occured on the public right -of -way, <br />if the City would be liable. The Planner stated that the City would <br />have to have a developers agreement with the developer holding the <br />City harmless in such a situation. <br />Mr. DeLonais recommended approval of the variance requested by owner <br />of the shopping center at Lakeshore Avenue and Little Canada Road <br />based on the requirement that employees of the center be required to <br />park in the back of the building and all deliveries are made in the <br />back of the building and that the entrance and exit are properly signed <br />and the last parking space at the north end of the parking lot be <br />eliminated, also that a developers agreement be entered into to hold <br />the City harmless on the public right -of -way and that the <br />corner of the parking lot he posted no parking. <br />Motion seconded by Mrs. Kingsbury. <br />Motion carried 7 - 0. <br />St. Croix Kent Anderson and Todd Ruebschetz of St. Croix Screenprinting requested <br />Screenprinting approval of a conditional use permit so that they can begin building. <br />Page -2- <br />
