MINUTES <br />Planning Commission <br />Dec. 6, 1984 <br />Larry Lee <br />Rezoning <br />Request <br />Mr. Jack Welsh, representing Larry Lee, appeared before the Commission <br />requesting a rezoning of the property bordered by the Water Works, <br />South Owasso, Yorkton Industrial Park and residential property from <br />R -1 to Light Industrial. <br />Mr. Welsh reported that there would be some trading of property <br />involved and described this to the Commission. <br />Welsh reported that the property consists of 22 acres and they are <br />proposing three office warehouse facilities of 32,000 square .feet <br />each and two warehouses of 79,800 square feet each. The site <br />coverage for the buildings would be 26.7 %. There is 16% green area <br />proposed and 57 1/2% of the area would be taken up with parking and <br />paved area. Welsh reported that the site drops 27 feet in grade from <br />the highest point to the lowest. <br />Mr. Welsh reported that the site borders a residential area of <br />which some of the property owners have indicated that they would <br />like their property rezoned. <br />Mr. DeLonais asked about the road plan for the area. Mr. Welsh <br />replied that the area would be serviced by a cul —de —sac with traffic <br />flow around each of the buildings. Also, there is a 57 foot easement <br />to Conduit Street that would he left green area. <br />Mr. Zoch reported to the Commission that the trading of property, <br />which would involve his property, has not been settled. Zoch <br />also commented that he was against the easement to Conduit Street <br />remaining. Mr. Zoch commented that if the Larry Lee rezoning is <br />approved he would like his property rezoned to commercial. <br />Mr. Lackenmeyer, of Burke Lane, appeared before the Commission and stated <br />that the Burke Lane residents were againstthe rezoning. <br />Another Burke Lane resident commented that they bought their property <br />believing the area would remain residential, otherwise, they would <br />never have bought the property. <br />Mr. Lackenmeyer stated that the rezoning would hurt the Burke Lane <br />property values and commented that if the rezoning were approved, <br />no hank would underwrite a loan on the Burke Lane homes. <br />Mrs. Timmons thought the only solution might be for some sort of <br />multiple housing on the Larry Lee site. Timmons felt that the <br />area should develop with some sort of residential use. <br />Mr. Costa asked about the feelings for the Fasciana property. Mr. <br />Lackenmeyer stated that the Fasciana's would like their property <br />rezoned commercial if the Larry Lee rezoning is approved. <br />Mr. DeLonais asked the resident's feelings if a buffer zone were <br />in place. <br />A <br />
