MINUTES <br />City Council <br />Dec. 6, 1984 <br />Larry Lee <br />Rezoning <br />Request <br />Mrs. Timmons pointed out that South Owasso should be the buffer zone <br />and that the Water Works was a great natural buffer. <br />Mrs. Zoch stated that she would rather that the land was zoned commercial <br />than to have apartments behind her. Mr. Zoch reported that presently <br />he cannot sell his property because of the commercial zoning across <br />the street. <br />Mrs. Timmons felt that if multiple housing, such as townhouses, <br />or quads went in behind the Zoch's, their property would be saleable. <br />Mrs. Zoch stated that they have experienced more problems in their <br />area with trailer homes and apartments than with the commercial <br />development. <br />Mrs. Timmons stated that she would be upset paying high residential <br />taxes and sitting in a spot —zoned area. <br />Mr. Welsh stated that the buildings proposed for the area would bring <br />in over 82E0,000 in taxes each year. <br />?4r. DeLonais stated that this is not fair to the people living in the <br />area. DeLonais stated that it is true that this development would <br />bring in a lot of tax dollars, but then the City should be entirely <br />rezoned to commercial. Mrs. Timmons agreed that the mill rate might <br />be lowered, but so would the property values on these homes. <br />Mrs. Zoch reported that at the time the property across the street <br />was rezoned, they were told that they could pursue commercial zoning <br />if they wanted it. Zoch indicated that the person who built the <br />Burke Lane area knew that the Conduit area wanted commercial zoning. <br />Mrs. Zoch stated that she was surprised that Burke Lane was built <br />when this information was all known. <br />Mrs. Kingsbury commented that the Burke Lane property owners were <br />probably not given the information. <br />The Planner agreed that this information was a part of the Comprehensive <br />Plan. <br />Mrs. Timmons looked at the Comprehensive Plan and indicated that it <br />states the area west of Country Drive should he able to request RE <br />zoning for one tier of lots and this would provide a transitional <br />land use. Timmons commented that this would pertain to the Zoch <br />property, but not the Larry Lee property. The Comprehensive Plan <br />states that this area should remain residential. <br />Mrs. Zoch stated that they would like to know once and for all the <br />future of this property. <br />Mr. Herkenhoff asked the Zoch's why they would want commercial zoning. <br />Mrs. Zoch stated that the property across the street from them is <br />Page -4- <br />
