NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Mayor and City Council <br />FROM: James Vick <br />DATE: 13 August 1984 <br />RE: Cecka Preliminary Plat <br />FILE NO: 758.09 - 84.30 <br />RgTERIZi <br />AUG 14 1984 <br />CITY OF <br />LITTLE CANADA <br />BACKGROUND <br />Mr. James Cecka has submitted a preliminary plat for property located south of <br />County Road D, approximately midway between Payne Avenue and Greenbrier Street. <br />In 1982, the northern portion of this land was platted as Sylvan Estates. The <br />current subdivision up for review will divide the remaining portion of the land <br />not platted with Sylvan Estates. <br />At the 25 July City Council meeting, Mr. Cecka presented his proposed plat. This <br />plat had a few changes from the site plan distributed to the City staff. The <br />City Engineer requested topographic information before he could make a recom- <br />mendation, the City Council voiced concerns to area circulation due to changes <br />to the Allen Avenue Plan, and Mr. Cecka did not agree with the recommendations <br />of the Park Commission for park land dedication. As a result, the natter was <br />tabled for further study. A revised site plan, including topography has been <br />submitted for review. <br />ISSUES AND ANALYSIS <br />Grading and Drainage. While the revised site. plan has included topographic <br />information, it gives us little detail as to grading and drainage. Under- <br />standably, grading will be at a minimum due to the near -level topography, however, <br />drainage and stormwater ponding are critical in this region of the City and may <br />require some alterations of the existing grade. The City Engineer should be <br />consulted for drainage patterns and ponding locations of this area. <br />County Ditch 7B is shown on the site plan. It currently exists with improper <br />slope and inconsistent cross - section between Arcade Street and County Road D <br />at Payne Avenue. Improvements to the ditch have been recommended by the <br />Ramsey - Washington Metro Watershed District in the 5 year Capital Improvements <br />Program. This issue should be resolved prior to subdivision approval and ease- <br />ments should be provided for construction and maintenance of this project. <br />The Watershed District should be consulted for technical assistance and project <br />review. <br />. 71 <br />4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925 -9420 <br />
