We find that the basic grading plan is being followed. The <br />final result will be, according to Mr. Lee, a sloping bank <br />along the railroad similar to that which exists at the rear <br />of the two buildings to the North. <br />It is not uncommon to rough grade an entire tract of land <br />even though it is not platted at one time. Still, it appears <br />that the basic question is whether or not any grading should <br />take place in the so called R -1 area. <br />In my opinion this can only be resolved by the City <br />Council. <br />Yours truly, <br />MILNER W.
