MINUTES OF THE PARK COMMISSION
LITTLE CANADA, MINNESOTA
February 16, 1984
The regular meeting of the Park Commission of the City of Little
Canada was held on the 16th day of February, 1984.
The following members were present: Bev Scalze, Nick Kent, Carl
Spooner, Elaine Zoch, Bill Sanders and Jim Morelan.
The Commission discussed the comments of the neighbors surrounding
the proposed park in the area of Lake Street, Lakeshore, Jackson
and Demont, made at the February 2, 1984 meeting.
Bill Sanders presented a newconceptual plan incorporating three major
proposals:
1. Clean -up of area using City crews and neighborhood volunteers.
2. Habitat Improvement- Seek DNR plans and propose nesting
areas and feeding stations.
3. Tree and shrub planting attractive to wildlife and
adaptable to wetland conditions.
Carl Spooner mentioned that maybe larger trees could be machine
transplanted from other areas.
Berry bushes, pines and spruces were suggested as possibilities.
Bill Sanders made a motion to adopt the concept plan as a wildlife
nature area, and to advise the City Council of the plan requesting
authorization to send copies of the plan to the residents of the
area and directing the City staff to put another plan notice in the
North Suburban Press.
Jim Morelan seconded.
Motion passed.
The Park Commission will make a recommendation to the City Council
after presenting the plan to the neighbors at the March 15 meeting.
Bev Scalze mentioned that at the last Park Commission meeting the
residents voiced their desire to be notified again if there was a
new proposal. They signed a list of names and addresses to be sure
they weren't overlooked in the mailing.
The Commission members discussed walking the area in the spring,
to get a better idea of the concept.
(* - At the Feb. 9, 1984 meeting City Council passed Resolution No. 84 -2 -58:
Appointing Elaine Zoch, Jim Morelan and Nicholas Kent to the Park Commission
for terms of three years beginning in 1984 through 1986.)
73
