Since the census is not <br />taken in one day, the activities of the com- <br />mittee should continue for most of the col- <br />lection process, with the peak impact of the <br />committee targeted towards April 1, 1990. <br />(d) Appointing a Government Liaison With the <br />Committee <br />The highest - elected official may wish to name <br />a staff member of the government to serve <br />as a liaison between the Regional Census <br />Center and the committee and perform admin- <br />istrative functions such as meeting logistics, <br />typing, filing, mailing, and so forth. <br />(e) Forming Subcommittees <br />The chairperson may wish to divide the <br />members of the committee into subcommit- <br />tees based on the activities that the commit- <br />tee plans to undertake. As an example, a <br />subcommittee might be established to over- <br />see the printing and distribution of posters <br />and flyers to be used throughout the com- <br />munity. A second subcommittee might be <br />responsible for the preparation of pro bono <br />public service announcements featuring local <br />celebrities and officials for use on radio and <br />television. A third subcommittee might want <br />to use direct mail, the news media, special <br />events, and special speakers to help pro- <br />mote the census. <br />evaluation of the Complete Count Commit- <br />tee Program.The RCCs have responsibility <br />for implementing the collection and promo- <br />tion activities at the local level. <br />3. Suggested Meeting Schedule and Agendas <br />(a) Committee Formation Meeting, February 1989 <br />• Highest - elected official confers with staff <br />and other leaders regarding Complete <br />Count Committee objectives, functions, <br />and types of activities to be undertaken. <br />• Discusses the total membership of the <br />Committee. <br />• Considers names of prospective mem- <br />bers making sure the committee member- <br />ship represents a broad cross section of <br />the community. <br />• Highest - elected official names committee <br />chairperson. <br />• Highest - elected official or representative <br />sends a letter of appointment to each <br />committee member. <br />• Suggests topics for initial meeting. <br />• Sets date and place for the initial meeting <br />(April 1, 1989). <br />• Chairperson notifies all members by let- <br />ter, stating the time and date of organiza- <br />tion and planning meeting. <br />(f) Announcing the Formation of the Commit- (b) <br />tee <br />We strongly suggest that you publicize your <br />effort to support the census. We have pro- <br />vided a sample press release that can be <br />used in announcing the formation of the <br />Complete Count Committee to the public. <br />Spaces have been left blank in which the <br />community's name, the highest - elected offi- <br />cial's name, and the names of the commit- <br />tee members can be inserted. This is simply <br />a suggested format. <br />(g) Reporting <br />We would appreciate receiving documenta- <br />tion of the activities of your Complete Count <br />Committee for use in evaluating the success <br />of the program. News clippings, texts of <br />speeches, copies of promotional materials <br />developed, and activity calendars are all <br />examples of items that can be used in the <br />documentation.
