MINUTES <br />Planning Commission <br />February 9, 1989 <br />Upon motion by Davison, seconded by Herkenhoff, the <br />Commission approved the final plat contingent upon the <br />Engineers approval regarding utility and drainage. <br />Ayes 5, Nays 0. <br />Motion adopted. <br />McNamara/ Mrs. Runestrand, daughter of Mr. and Mrs. Mondor appeared <br />Mondor PUD before the Commission informing them that a realtor for Mr. <br />McNamara's office had previously contacted Mrs. Mondor and <br />made an offer somewhere around $45,000.00 for the property. <br />Mrs. Runestrand felt that the price was way too low. Mrs. <br />Mondor informed the Commission that the City offered the <br />Mondor's $85,000.00 for the property when the City was <br />trying to acquire it under T.I.F. <br />The Planner explained that $85,000.00 also included a <br />relocation fee and that the City did not hire an appraiser <br />because the project failed due to inadequate financing by <br />the developer. <br />Davison stated that the Developer had been told that he <br />cannot just build on the property that he owns, but rather <br />he must include other property. <br />Mrs. Runestrand stated that she feels that Mr. McNamara was <br />harassing her parents. <br />Herkenhoff said that the Developer could develop something <br />whether or not he buys the property. It depends upon the <br />Council's approval. <br />The Planner said that PUD zoning was required so that the <br />City would have to approve and that an office building does <br />not need approval. <br />On behalf of the commission, Mr. DeLonais informed Mrs. <br />Runestrand that they could make no promises. <br />Matter tabled for further discussion. <br />Rustad and Lewis Rustad, Jr. appeared before the Commission for <br />Sandberg approval of the final plat for the Rustad and Sandberg <br />Addition Addition. <br />The Planner said that the Development Agreement was signed. <br />Upon motion by DeLonais, seconded by Davison, the <br />Page 2 <br />
