January 11, 1989 <br />The Honorable Rudy Perpich <br />Governor of Minnesota <br />130 Capitol <br />St. Paul, Minnesota 55155 <br />Dear Governor Perpich: <br />I am writing in support of the application of Thor Bank for the <br />position of District 3 Representative to the Metropolitan Council. <br />Mr. Bank has served in several volunteer capacities for the City <br />and related organizations in recent years. In each of these <br />positions, Thor has performed in an outstanding manner. <br />For example, following the pipeline disaster in Mounds View, Thor <br />volunteered to serve on the Governor's Pipeline Safety Commission. <br />He not only performed exceptionally on the Commission, but also <br />kept the City updated, and solicited the City's input regarding <br />the Commission's activities. <br />As Chairman of Roseville's Citizen Advisory Committee on <br />Residential Solid Waste Management, Thor led the Committee <br />through the development of a report and recommendations which are <br />now the foundation of the City's residential recycling program. <br />He was truly the driving force behind the Committee's work. <br />The City Council recently asked Mr. Bank to reassemble the Solid <br />Waste Advisory Committee to develop a report on organized waste <br />collection. Thor responded to this assignment with his usual <br />strong leadership, thoroughness, and dedication.
