MINUTES <br />Emergency Services Committee <br />March 1, 1989 <br />Shelter <br />Size <br />John Vitale was of the opinion that there may be as much as <br />37 feet of peat in the area. The cost to remove that peat <br />could be anywhere from $10.00 per square foot, and it could <br />amount to over $100,000 just to prepare the site. John also <br />mentioned that there are about 212 trailers and about 475 <br />residents in the Park. Mr. Mundell of APAC submitted a <br />report to the Committee pertaining to storm shelters built <br />by Elk River Concrete Products. In their report from a <br />newspaper article they indicated it cost about $17,000 to <br />build a shelter to accommodate 125 adults. <br />It was asked of the Attorney if the City was obliged to make <br />the owner build a shelter for the 450 residents of the Park <br />or just a certain percentage of the residents. It was the <br />opinion of the Attorney that most mobile home parks are <br />building a shelter for a certain percentage of the park. <br />That appears to be the practice and no court cases have come <br />up testing this practice. Mr. Vitale remarked that he would <br />have to raise the rent at the park in order to build a <br />shelter, and it would not be fare for only a portion of the <br />people to be able to use the shelter when they all have to <br />pay for it. <br />Mr. Richard Hauck of the Minnesota Building Code Division <br />explained to the Committee that the shelter requirements are <br />an amendment to the law which pertains to mobile parks and <br />licensing procedures. Within that amendment the Department <br />set up guidelines and standards for construction of the low <br />cost shelters, and in no way did those standards indicate <br />that you must build a building for the entire mobile home <br />park. However, the standards do pertain to occupant load. <br />In the agenda there was a report pertaining to the distances <br />of the trailer park to the Ramsey County garage and the <br />Little Canada Fire Hall. John showed on the map where these <br />parks were and where the shelters were located. John <br />further remarked that the purpose of this Committee was to <br />determine if a building is to be built, what size should <br />that building be. <br />Page 11 <br />
