9INUTES <br />Emergency Services Committee <br />March 1, 1989 <br />Flooding <br />Evacuation <br />Route <br />The Engineer mentioned that he recalls twice that the area <br />was flooded. In one year the flood was so severe that it <br />closed down Highway 694. It was also remarked that a good <br />heavy rain can flood this park. However, one of the <br />residents mentioned that the center of the park is higher <br />and he does not recall it being flooded in the center, but <br />he does recall the Sheriff taking people out of their <br />trailers by boats. The Committee was still of the opinion <br />that this was not a safe area to build a shelter, and that <br />the shelter at the Ramsey County garage was more suitable to <br />them because of the flooding in this area. Also, this may <br />increase the cost of rental, and some of the residents may <br />not be able to afford it. <br />The other alternate method is for the City to provide or <br />improve an evacuation route system. It is up to the City to <br />determine a reasonable distance. They also discussed the <br />time element between a warning and a watch. Many times the <br />siren is blowing when the tornado has touched the ground and <br />there may not be enough time to leave an area. Dick Boss <br />mentioned that the Fire Hall is not always available to our <br />residents. Upon a warning between 8:00 a.m. and 4:30 p.m. <br />employees of the City will open the Fire Hall. After 4:30 <br />until 8:00 in the morning, upon a warning from the Weather <br />Bureau, the Fire Department will open the building. Roger <br />mentioned that if we constructed a building for 150 people, <br />the size of the building would have to be at least 600 <br />square feet. It was also mentioned that most of the <br />residents are present during weekends. John Vitale was <br />asked the size of the laundry building. He mentioned it was <br />about 410 feet long. However, the building is of wood <br />construction. John was asked if he could search his file to <br />see if he had any boring tests of the Park. <br />The Committee discussed at what percentage of the population <br />should the building be constructed. 15 percent was felt to <br />be too small. It was of the opinion that if a building for <br />150 people should be constructed, it would hold about 35 <br />percent of the residents. A building for 150 people would <br />be about 600 square feet. <br />Page 12 <br />
