APAC
i
Li' LE CA ;AD,
ALL PARK'S ALLIANCE FOR CHANGE
(AN ORGANIZATION OF MOBILE HOME RESIDENTS)
Joseph Chlebeck
City Clerk
515 Little Canada Rd.
Little Canada, MN 55117
Dear Mr. Chlebeck,
7671 Old Central Ave. N.E.
Suite 209
Fridley, MN 55432
786 -2831
March 6, 1989
Thank you for the opportunity we had on March 1 to meet with the Little
Canada Emergency Services Committee.
As I understand the discussion that morning, there were three questions
we were asked to answer.
1. What are the costs involved in storm shelter construction?
2. What have other cities and mobile home parks done?
3. What is the percentage of residents covered by mobile home park storm
shelters?
Let me address these questions:
1. What are the costs? As we have stated before, exact costs can not be
determined without an engineer's report and site evaluation. However our'
research shows that low cost alternatives are available. Krause Anderson,
a local construction company, has stated that this type of shelter (box
culvert) could be built for $30 to $35 per square foot . This type of shelter
for 150 people would cost approximately $21,000 ($35 x 600 = $21,000).
According to Elk River Concrete Products, whose packet we gave you on the 1st,
the materials for a shelter which would fit 150 people could be purchased
from them for $17,000.(see price list).
As for site preparation costs, using the estimates in John Palacio's memo
of February 7, 1989, my calculations show a cost of $20,000.
30 feet = 10 yards
600 square feet = 200 square yards
This means that about 2000 cubic yards of fill would (200 x 10 = 2000) be needed.
Using the highest cost in Mr. Palacio's memo($10 per cubic yard) this comes
to a total cost of $20,000. Using the largest of all estimates available
I come up with a cost of about $41,000. We assume this could be handled
by the park owners without the huge rent increase we keep hearing about.
If rents were to raise $5.00 per month for 5 years (60 months) the park
owners would bring in an additional $63,600. ( $5.00 x 212 x 60 = $63,600)
Page 16
(FORMERLY ANOKA PEOPLE'S ALLIANCE FOR CHANGE)
