Page 2 <br />2. What has been done elsewhere? As lori LaBey stated at the City Council <br />meeting of February 8th, of the 17 mobile home parks in Ramsey County 12 <br />have on site storm shelters. Of the remaining 5 parks 2 evacuate to within <br />walking distance, 2 evacuate to shelter sites within one mile. One of these <br />5 Star has plans to construct an on site shelter . North Star Estates is <br />the only mobile home park in Ramsey county which has a proposal to evacuate <br />to a site that is over one mile away. <br />I have enclosed information from other cities and news papers. These show <br />the positions taken by the cities of Fridley, Burnsville, Lakeville, and <br />Blaine. In all cases on site storm shelters were required, or in the case <br />of Burnsville (before the current law was passed) endorsed and supported. <br />3. How many people must be sheltered? There is nothing in the Building <br />Codes (see letter from Richard Houk) or the state law that addresses this <br />issue. In the past, most storm shelters have been built to hold from 25% <br />to 50% of a mobile home parks residents. Our proposal for a shelter to <br />hold 150 people splits this right down the middle. In 1982 the City of <br />Blaine, using Community Development Block Grant money (CDBG), built shelters <br />in mobile home parks which held 30% to 40% of the park residents (see Star <br />Tribune article). Again, we feel our proposal is on track. Of the 12 mobile <br />home parks with on site storm shelters in Ramsey County, all but one fall <br />into the 25% to 50% range. The one that does not is 30 - 20 mobile home <br />park, and as they indicated in the letter of January 23, 1989 to the city <br />they are having preliminary plans for an on site storm shelter drawn up by <br />Krause Anderson. <br />Going on past experience and the current reality in Ramsey county we see <br />no problem with having an on site shelter for 150 residents. We feel that <br />if more than 150 people came to the shelter at one time this "over flow" <br />if any, could be fit into a shelter that allows 4 square feet per person, <br />or be dealt with by having an evacuatio plan in place as a back up, but <br />we do not feel that an evacuation plan with no on site shelter alone will <br />adequately protect the residents of North Star Estates. <br />I hope that I have adequately answered your questions.
