PAUL, MN 58101 <br />Phone, 612/296 -4639 <br />1. You asked if a shelter designed for 150 persons in a park with 500 residents <br />would violate the building code. The code for new shelters requires 4 square <br />feet per occupant. The Building Code does not, nor should it, specify the <br />number of occupants to design for based on the park population. We do not <br />believe that to be a construction requirement. <br />2. You inquired about the requirement for dry interiors. The code requires the <br />shelter to remain "reasonably dry". The intent of building a shelter outside <br />of flood -prone areas is to assure that it would be accessible. Building a shelter <br />in a section of the park that is not subject to flooding would seem to comply <br />with the code even though some other areas of the park may be subject to <br />flooding. <br />3. Overhead power lines located 3 blocks from the shelter site would not violate <br />the code. The intent is to prevent hazardous utility lines from causing injury <br />and /or access to the shelter. Overhead power lines located elsewhere in <br />the park will not have an effect on the site you mention. <br />The municipality is required by the Park Licensing Law to approve the shelter <br />or plan of evacuation. Since each park is different, each must be judged on its <br />own based on location, size, configuration, population, etc.. Our only input is <br />the code requirements for the construction of new manufactured home park <br />storm shelters. <br />As you requested, a copy of this letter along with yours is being sent to Mayor <br />Fahey. <br />Respectfully, <br />BUILDIN CODES AND STANDARDS DIVISION <br />Richard I.
