MINUTES <br />1 Planning Commission <br />March 9, 1989 <br />KVBM Mr. Hank McGinnis, a professional engineer, appeared before <br />Television the Commission on behalf of KVBM Television reporting that <br />Tower his firm has had much experience with constructing towers of <br />(cont.) this nature. Mr. McGinnis stated that he wished to answer <br />any questions the Commission had on the tower. <br />Mr. Davison asked how the construction of the tower would <br />affect the water table in that area. Mr. Davison asked if <br />there had been any studies done on that area. Mr. McGinnis <br />stated that a study had been done with the use of some <br />information which was received from one of the City's <br />consultants. Mr. McGinnis indicated that they found that <br />there would not be a problem with the water table in that <br />area. Mr. McGinnis further indicated that they plan to use <br />piles that will be driven into the soil to bring them down <br />to the place where they have a fairly substantial <br />heavy- bearing material. On top of the piles, they will be <br />placing concrete pier caps and those pier caps will be pads <br />under each footing. Mr. McGinnis stated that the tower <br />would be constructed in such a way that the water would <br />drain away from the area. <br />Mr. Davison asked if there would be interference with <br />residents' television or radio reception. Mr. McGinnis <br />replied that there have been extensive studies on the <br />subject. Mr. McGinnis indicated that the FCC would prohibit <br />them from interfering with any other frequency. <br />Mr. Herkenhoff asked what they were going to be <br />broadcasting. Mr. McGinnis indicated that the nature of the <br />programming was a high quality family type broadcasting for <br />the most part. <br />Mr. Davison asked how high the structure would be. <br />Mr. McGinnis stated that it was 1,200 feet high. <br />Mr. McGinnis felt that it was shorter than the towers in <br />Shoreview. <br />Mr. McGinnis stated that the tower is very safe. it will be <br />constructed with the same code of construction that the <br />buildings in downtown Minneapolis have been constructed <br />with. Mr. McGinnis indicated that there is virtually no <br />maintenance on the tower. <br />Mr. Herkenhoff asked what the size of the tower was at its <br />base. Mr. McGinnis replied that it is 260 feet wide at the <br />base. tdr. Herkenhoff asked about the size of the proposed <br />site. Mr. McGinnis stated that the property is 351' x <br />516'.
