Setbacks. The submitted site plan shows three access points. <br />Two via Rice Street and one via North Owasso Boulevard. A <br />significant point of concern relates to the number of access <br />points being provided along Rice Street, a designated arterial. <br />According to Section 911.040 - A of the City Ordinance, a <br />provision of conditional use approval of a convenience food <br />establishment is that vehicular access points be limited, <br />creating a minimum conflict with through traffic movement. The <br />City's Comprehensive Plan reinforces this notion by stating that <br />vehicular access onto all types of arterial streets should be <br />limited. <br />As a result, consideration should be given to modifying the site <br />plan in a manner which consolidates the Rice Street access <br />points. Exhibit D illustrates a Rice Street access alternative <br />which accommodates a single entry from the said street. Should <br />the City deem the consolidation of the access points as <br />necessary, the alternative may provide a guide by which site plan <br />modifications may be based. It should be noted that <br />implementation of the alternative would result in the loss of <br />three parking spaces. <br />The internal circulation of the lot also raises several concerns. <br />While the drive - through aisle provides enough length to <br />adequately accommodate six waiting vehicles, the submitted site <br />plan provides only 25 feet of stacking space between the <br />restaurants menu board and an adjacent drive aisle. As a <br />consequence, vehicles waiting to place orders via the menu board <br />will likely lie in conflict with the nearby drive aisle. The <br />menu board should be shifted northward to accommodate a greater <br />number of vehicles waiting to utilize the menu board. <br />An additional point of concern involves the vehicular route <br />provided for vehicles accessing the site via North Owasso <br />Boulevard and wishing to utilize the restaurant's drive -up <br />facilities. As shown on Figure B, vehicles are forced to make an <br />odd turning maneuver to reach the menu board. Both pavement and <br />an upright signs should be provided to delineate the route. <br />Page 4 <br />
