MINUTES <br />Planning Commission <br />August 10, 1989 <br />The City Planner reported that the action before the <br />Commission this evening is to approve a preliminary plat on <br />the residential portion of the development, for a finding of <br />fact that the project is in compliance with the <br />Comprehensive Plan, and for final stage PUD approval for the <br />new development proposal submitted this evening. <br />The Commission asked the location of the residential road. <br />Boosalis described the residential road location. <br />Costa asked the length of the cul -de -sac proposed. <br />The City Planner reported that the proposed cul -de -sac is <br />longer than the 500 feet allowed by ordinance, however, this <br />variance has previously been approved. <br />Don Pierce was concerned with the road change proposed, <br />noting that the road access from County Road C was <br />previously on the east end of the site and has now been <br />changed to the west end. Pierce was concerned that the <br />developer did not have a drawing showing the road access on <br />the west end of the site. <br />Boosalis pointed out that the Planning Commission has a copy <br />of the plat showing the road location. <br />Costa asked if drainage concerns have been resolved. <br />Boosalis reported that he has submitted necessary drainage <br />plans to the City Engineer who will be commenting on <br />drainage at the August 23rd public hearing. <br />Costa asked who will be assessed for the road improvement. <br />Boosalis replied that that decision will be made by the City <br />Council some time in the future. <br />Diane Fay, Round Lake Townhomes, expressed concern about the <br />drainage for this proposal, and asked if the utility <br />easement on the Round Lake Townhome property will be used. <br />Fay pointed out that there are trees in that easement that <br />serve as a buffer between the apartments and townhomes, and <br />Fay was concerned about the loss of those trees. <br />Don Panezer, Round Lake Townhomes, was also concerned with <br />drainage. Panezer pointed out that the townhomes have a <br />shed on their utility easement, and he was concerned with <br />the need to relocate this shed if improvements are going to <br />be required within the easement. <br />Page -4- <br />
