MINUTES Planning Commission August 10, 1989 BOOSALIS FINAL PUD APPROVAL DeLonais recommended approval of the conditional use permit requested by St. Croix Screen Print for the addition of production, warehouse, and office space as submitted subject to the recommendations of the City Planner as contained in his report dated August 3, 1989. Motion seconded by Costa. Motion carried 7 - 0. Mr. Nick Boosalis appeared before the Commission with a revised site plan for the Rice at C project, The City Planner reviewed the history of this development proposal, which included the City Council's desire to see a development proposal for the residential property to the east as part of expansion of the shopping center at Rice Street and County Road C. The Planner also reviewed the history of the developer's request for TIF assistance as part of the project to assist in the feasibility of development of the residential property. The City Planner reported that the plan that Mr. Boosalis is presenting this evening is for a 9,000 to 10,000 square foot addition to the existing center. Boosalis is presenting this plan in the event that TIF is not approved for the original development proposal. The Planner reported that on August 23rd, the City Council is holding a public hearing to consider final approval of the original development proposal including the single - family development to the east, as well as TIF assistance for the project. The public hearing to consider the residential road improvement will be held on September 6th. The Planner pointed out that under the proposal submitted by Mr. Boosalis this evening, which does not include development of the residential land to the east, does not include the Steneroden property, and may result in the Steneroden property remaining undeveloped. Costa asked who would build the residential homes under the original Boosalis proposal. Boosalis reported that they are working with Gardner Bros. on the sale of the residential lots to their firm, and Gardener Bros. would then develop the lots. Page -3-
