MINUTES <br />Planning Commission <br />August 10, 1989 <br />are working on these plans. <br />Boosalis pointed out that his development cannot proceed <br />until drainage issues are worked out. <br />The Commission discussed the fact that they can approve the <br />development proposal subject to satisfactory grading and <br />drainage plans. <br />The Planner pointed out that the City's policy has been that <br />the City Engineer makes his recommedation on drainage to the <br />City Council, since the timing of public hearings at the <br />Planning Commission level does not give the Engineer <br />satisfactory time to do a technical review of drainage <br />proposals. The Planning Commission reviews proposals to <br />determine whether or not they are proper land uses. <br />The public again expressed concern that the lay -out showing <br />the residential road entering from County Road C on the west <br />was not presented. <br />The City Planner suggested that public hearing notices <br />include a map showing the plat lay -out. <br />Herkenhoff recommended approval of the change in the <br />residential road moving the road to the western edge of the <br />plat with the stipulation that the City Engineer address the <br />neighbor's concerns about drainage and possible removal of <br />trees within utility easement. <br />Motion seconded by Bendel. <br />Motion carried 6 - 1. Schweizer voting against. <br />DeLonais recommended a finding of fact that the Rice At C <br />project is consistent with the Comprehensive Plan. <br />Motion seconded by Schweizer. <br />Motion carried 7 - 0. <br />The Commission then reviewed the alternative plan that <br />Boosalis presented to the Commission in the event that TIF <br />assistance is not approved, with the City Planner explaining <br />the differences in this plan from that originally submitted. <br />Page -6- <br />
