-3- <br />Position Profile <br />Little Canada <br />Finances <br />Total City tax levies have averaged $1,275,000 for the past six years. The <br />bonded debt tax levies have averaged approximately 48% of the total City tax levy <br />for the past six years. These debt levies have decreased to 42% of the total levy <br />for 1988/1989 in accordance with City policy. A substantial portion of these tax <br />levies are for the purpose of financing major capital improvement programs <br />including the City's sanitary sewer system, water system and storm sewer system. <br />The financing of these systems by tax levies results in lower user charges in the <br />form of special assessments, utility (sewer and water) charged, and connection <br />fees by the City. The actual total adopted City <br />tax levy has been at or below approximately $1,275,000 for the past six years. <br />The City's rate of taxation (i.e. old mill rate) has actually decreased from 23.976 <br />mills for 1984/1985 to 19.081 mills for 1987/1988 representing a 20°k decrease. <br />Citizen Survey <br />In the Spring of 1988, the City commissioned a survey of residents. More <br />significant results included: <br />* Both occupationally and educationally, achievement levels were somewhat lower <br />than the suburban average. This has also led to a tower average income across <br />the community. But, the character of recent arrivals to Little Canada -- higher <br />status job and college graduates -- heralds the beginnings of an increase in these <br />employment indicators. <br />-4- <br />PAGE 3 <br />
