ORGANIZED COLLECTION <br />Page Two <br />Halpine reported that residential incinerators must be operated in a <br />nuisance -free manner and State regulations must be met. <br />Dave Harris has discussed the incinerator issue with the PCA who <br />indicated that there are State requirements that must be met. These <br />are as follows: <br />The incinerator must meet Fire Codes; <br />The operator must keep a log of everything that is burned; <br />The incinerator must reach a minimum temperature; <br />The incinerator must have a retention zone for retaining gases; <br />The incinerator must have gas fire after - burners for burning off <br />gases; <br />There must be a primary and secondary burner. <br />Dave indicated that these are the current State regulations, and it <br />is anticipated that tougher State requirements will be passed next <br />year. <br />Halpine indicated that since 1985 there are approximately 27 cities <br />in the metro area that have gone to organized collection. Some of <br />these include: Columbia Heights, Excelsior, Hopkins, Minnetonka <br />Beach, Minneapolis, Stillwater, St. Louis Park, Wazata, Blaine, <br />Bayport, Anoka, Young America, North St. Paul, White Bear Lake, White <br />Bear Township, Champlain, Robbinsdale, etc. There are currently five <br />communities within the County that have advisory councils and staff <br />actively working on the issue, including the City of St. Paul. <br />Dave is discussing the issue of at- the -door service and vacation <br />exemptions with BFI and Bellaire, and he should be submitting a <br />report to you also. <br />Page 2 <br />
