MINUTES <br />PLANNING COMMISSION <br />September 14, 1989 <br />this problem and the concrete should not be allowed to <br />remain. <br />Mr. Hartman, Allen Avenue resident, stated that he did <br />not feel that Yorkton should be allowed to grind the <br />concrete on the site. Hartman pointed out that the <br />neighbors will have to listen to the noise for three <br />days not to mention the dust that will be created. <br />Hartman pointed out that he lives in the area and is a <br />taxpayer. <br />Schweizer stated that someone should determine if <br />grinding the concrete on the site is permitable. <br />DeLonais pointed out that the Planning Commission only <br />has the ability to table a matter for 60 days until it <br />is returned to the City Council. <br />The Planner agreed that there are items that have not <br />been addressed, but felt it would be helpful to him and <br />Slumberland and Yorkton to have these items enumerated <br />exactly. The Planner pointed out that the Commission <br />has the ability to recommend that these items be <br />addressed prior to issuance of a building permit. <br />Mr. Frattalone asked who granted Yorkton the authority <br />to dump the concrete at the site. <br />The City Planner was not sure. <br />Herkenhoff stated that there should be a permit <br />required for such dumping. Herkenhoff pointed out the <br />situation with the Northwest Bank building. Herkenhoff <br />stated that he was concerned about asbestos, and felt <br />that any dumping should be regulated. <br />Kaufman stated that Slumberland was willing to plant a <br />double row of evergreens along the back property line <br />as well as screen the area where the semi - trailers will <br />be parked. Kaufman again pointed out that the City <br />will have bonds and the occupancy permit as leverage to <br />ensure that these things are done. <br />Costa asked if there would be any future expansion of <br />the building. <br />Kaufman replied that there are long -term plans for <br />another expansion. <br />Page 6 <br />
