MINUTES <br />PLANNING COMMISSION <br />November 9, 1989 <br />The City Planner stated that if the CUP is approved and <br />Wesch continues to comply with the conditions of the <br />permit, the City could not revoke it. <br />Drabik was concerned with what the City would be <br />setting itself up for if the request were approved. <br />Bendel pointed out the proposal by an architectural <br />firm for a gothic -type building structure, pointing out <br />that the style of building also served as signage for <br />the architectural firm. <br />Drabik pointed out that that proposal met Code <br />requirements and a CUP was not needed. Drabik stated <br />that she viewed the outdoor display proposed as a sign <br />that was being used to draw customers. <br />The City Planner pointed out that there is vacant land <br />in the area, and was concerned about the type of <br />development that will be attracted to the area based on <br />existing development. The Planner felt the outdoor <br />display adds to the clutter of the District and is a <br />detraction. <br />Pedersen asked if the City could place a time limit on <br />the CUP. <br />The Planner replied that the State has passed <br />legislation that will allow for such time limits, <br />however, the City's Codes would need to be amended to <br />give the City this power. <br />Pedersen stated that he is concerned about how the <br />display will fit into the area. Pedersen pointed out <br />that there is undeveloped land in the area, and felt <br />the display is not in the best interests of future <br />development of the area. <br />DeLonais asked about a time limit on the use. <br />The Planner stated that if the Council desires a time <br />limit, the Ordinance will have to be amended to provide <br />for an interim use allowance. Such an ordinance <br />amendment will require a public hearing. <br />Mr. DeLonais recommended approval of the Conditional <br />Use Permit requested by Scott Wesch, Wescot <br />Construction, for construction of modular building for <br />outdoor advertising display purposes subject to <br />compliance with the recommendations of the City Planner <br />Page 5 <br />
