MINUTES <br />PLANNING COMMISSION <br />November 9, 1989 <br />Wesch reported that the City Planner has recommended <br />that the size of the displays not exceed 30% of the <br />floor area he leases, and Wesch reported that the <br />displays equal about 15% of his floor area. Wesch <br />reported that the displays will not take up any parking <br />area and will be located on a grassy area of the <br />property. <br />The City Planner reported that he has concern about the <br />use of the property in a retail fashion. The Planner <br />pointed out that the property is zoned <br />Business - Warehouse and was not intended to be used to <br />attract retail transaction -type traffic. The Planner <br />stated that he was concerned about this type of <br />facility being used as an advertising device. The <br />Planner pointed out that Minnesota Mini - Storage has a <br />number of tenants, and if the request were approved, <br />these tenants would be able to make a similar request <br />for display facility, which the Planner was concerned <br />was appropriate in a BW District. <br />Wesch reported that his business is not a store - front. <br />Wesch also stated that the display has a value of <br />approximately $9,000. <br />Costa asked how much additional traffic Wesch thought <br />would be generated by this display. <br />Wesch replied that this was difficult to determine, and <br />reported that he has never had a similar display at his <br />business. However, Wesch reported that he does use <br />these displays at home shows. Wesch reported that he <br />did not expect walk -in traffic to be generated from the <br />displays, but rather that people driving by will notice <br />the displays, copy down the phone number on the sign, <br />and call for an appointment. <br />The City Planner stated that his concern was not with <br />the traffic, but the impression of the property. The <br />Planner pointed out that the display could be <br />considered a sign, and the size of the display is in <br />excess of the City's sign requirement. The Planner <br />Page 2 <br />
