MINUTES <br />CITY COUNCIL <br />JUNE 26, 2013 <br />However, the Administrator indicated that the Cost Share Agreement as <br />well as the issues related to the signals must be worked out prior to bid <br />award. <br />There was discussion that that bids came in over - estimate and there were <br />only two bidders given the late bid advertisement. The Administrator <br />indicated that County approvals had delayed the process. Blesener asked <br />if there was the potential that the project would be delayed until 2014. <br />The Administrator replied that that could happen, but he was hoping that <br />final details could be worked out prior to the next Council meeting. It <br />noted that MN PASS Lane construction is slated to begin in 2014; <br />therefore, it may be beneficial to have the Little Canada Road <br />improvement completed in 2013. <br />The Council was in agreement with staff's recommendation to delay the <br />bid award at this time. <br />The Administrator noted that the Council had approved a no parking <br />resolution for Little Canada Road at a special meeting on June 20, 2013. <br />He asked that the Council ratify that approval. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -6 -118 — RATIFYING THE JUNE 20, 2013 <br />APPROVAL OF A RESOLUTION ESTABLISHING NO PARKING <br />ON LITTLE CANADA ROAD AS RECOMMENDED BY THE CITY <br />ENGINEER <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />WATER The City Administrator reviewed the Public Works Superintendent's <br />ORDINANCE report dated June 17, 2013 recommending a Water Ordinance revision <br />REVISION that would allow property owners who deny access to the City to have a <br />licensed plumber upgrade their water meters to the City's new fixed - <br />network technology. The proposed ordinance would also establish a <br />surcharge of $12 per quarter for those for those property owners that have <br />not had their water meters converted. <br />The Administrator reported that there are 12 property owners that have not <br />responded to numerous attempts to replace or upgrade their water meters <br />to the new fixed - network technology. Staff had considered obtaining <br />administrative warrants in order to perform the work. However, the City <br />11 <br />
