MINUTES <br />CITY COUNCIL <br />JUNE 26, 2013 <br />The City Planner reported that the City has been working with property <br />owners in Ryan Industrial park to update the zoning approvals for their <br />properties. This property received approval for outdoor storage several <br />years ago. At that time there was a significant amount of parking <br />identified as required on the south side of the building. It is now apparent <br />that that amount of parking is not necessary given the use of the site. <br />Therefore, the applicant is requesting that the required parking on the <br />south side of the property be converted to outdoor storage and has <br />requested a CUP for Proof of Parking. Under this CUP if it becomes <br />apparent that the parking is needed, this outdoor storage area would have <br />to be converted back to required parking. <br />With regard to the IUP for Off -Site Outdoor Storage, the City Planner <br />pointed out that there have been recent changes to the Code that allows for <br />the rental of outdoor storage space to non- tenants of the property. The <br />Code requires, however, that these tenants be Little Canada businesses. <br />The City Planner also pointed out that the Code Enforcement Officer <br />initially identified the bus parking on the east side of the building as <br />personal property, but has since verified that it is related to a local <br />business and, thus, can be included under the IUP. <br />With regard to the CUP for Major Auto Repair, the Planner indicated that <br />there are auto repair businesses operating in the building. The Planner <br />noted that the request for renewal of a lapsed CUP for storage containers <br />is being requested in the event that the property owner needs to supply <br />storage containers for his tenants. Blesener pointed out that the Code <br />Enforcement Officer is recommending renewal of this CUP for three <br />years. <br />Russ Fischer, owner of 200 -208 Ryan Drive, reviewed his zoning <br />requests. Fischer indicated that he would like the ability to provide <br />storage containers in the event they are needed by his tenants. Fischer <br />pointed out that these containers will keep the property orderly. Fischer <br />stated that he did not realize that this CUP would lapse if not acted on, and <br />is requesting an extension. <br />Fischer then reviewed his site plan and the request to expand his outdoor <br />storage area. Fischer noted that this storage is needed by the mechanics <br />that operate in his building to store the vehicles that they are working on. <br />He explained that he would comply with the City's screening requirements <br />for these areas, and that wooden fence screens would be installed at the <br />ends of the two storage areas behind the building. The fence would he the <br />length of the striped parking spot, and the Planner indicated that typically <br />these screening fences are 6 feet in height.
