MINUTES <br />CITY COUNCIL <br />JUNE 26, 2013 <br />SINGLE - <br />FAMILY <br />ACCESSORY <br />USES & <br />DEFINITION <br />OF FAMILY <br />WARMING <br />HOUSE <br />PROJECT <br />Blesener noted that at the City Planner's request, the Planning <br />Commission tabled action on a proposed Amendment to the Zoning Code <br />relative to single- family accessory uses and the definition of family. The <br />Planner reported that this is a complex issue and he will be conferring with <br />the City Attorney on this matter. The Planner hoped to have a full report a <br />in July. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -6 -116 — TABLING ACTION ON AN <br />AMENDMENT TO THE ZONING CODE RELATIVE TO SINGLE - <br />FAMILY ACCESSORY USES AND THE DEFINITION OF FAMILY <br />AND CONTINUING THE PUBLIC HEARING TO THE JULY 24, <br />2013 MEETING <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The Parks & Recreation Director reported that plans have been drawn for <br />warming house project. These plans were drafted based on discussions <br />that he and other parks staff had with the building architect, Dick Krum, <br />RVK Architects. <br />Dick Krum, RVK Architects, appeared before the Council and reviewed in <br />detail the proposed design of the warming house as well as estimated <br />costs. <br />Blesener expressed concern that the cost estimate is over the $150,000 <br />budgeted for the project and does not include the cost of getting water and <br />sewer to the building, nor the architectural and construction management <br />fees. Krum noted that the budget for the project was established before <br />work was done to program the space. Krum indicated that the square <br />footage as proposed is needed to accommodate everything. He indicated <br />that the building is 1,024 square feet and is 16 feet wide by 64 feet long. <br />Krum indicated that there are some modifications that could be made in <br />finish materials to reduce the cost of the building, such as ceiling materials <br />and changing out maintenance free exterior materials with ones that will <br />require maintenance. Blesener felt those changes would not result in <br />significant savings. He pointed out that Krum's cost estimate is $172,750, <br />and suggested that adding the other fees, utility costs, and a lift station <br />could result in total project costs of close to $250,000. Blesener noted the <br />limited usage that a warming house receives, and felt the project was a lot <br />of money for that type of usage.
