MINUTES
CITY COUNCIL
JUNE 26, 2013
square foot cost for the building is estimated at $162. Krum indicated that
the bank would be softened by lessening the grade at the back of the
building.
Blesener asked if a unisex bathroom could be added rather than two
bathrooms. Boss suggested a smaller building.
Montour suggested that perhaps the City did not budget for the building
correctly. He noted that the only addition to what already exists in the
current building is bathroom facilities. Boss asked the difference in
building size. The Parks & Rec Director indicated that the new building is
proposed at 296 square feet more than the existing building.
Keis asked if the budgeted amount included an estimated cost for the
utility connection. The City Administrator stated that he was not sure how
the $150,000 budget for this building was arrived at.
Montour asked if a lift station will be necessary. The Director replied that
the City Engineer estimated the cost of a pump at $5,000 with total utility
costs between $10,000 to $12,000. The Director reported that City staff
informed the architect to design a building that cost $150,000. He also
indicated that staff came up with the $150,000 budget amount without any
professional input.
McGraw noted that what has changed for him is that in the last 20 days the
City has moved forward on the purchase of property for a new Public
Works Garage. Given the location of that property, the possibility of
moving the Parks Department should also be considered. McGraw stated
that if Parks moves from the Old Fire Hall location, consideration would
then need to be given on the use of that building. McGraw also suggested
the possibility of remodeling and opening up the existing bathrooms at the
Old Fire Hall to people using the skating rinks and skateboard park.
McGraw suggested that this might not be feasible, but is something that
should be looked at before proceeding with the warming house project.
The Director indicated that if it proves feasible to use bathroom facilities
at the Old Fire Hall, there will still be the need to replace the warming
house given its deteriorating condition. Krum noted that a remodel of the
bathroom facilities at the Old Fire Hall would have to meet ADA
standards.
Boss asked if changing the roof would decrease costs. Krum suggested
that the shed roof design was less expensive than a gable roof. Montour
stated that he liked the design and felt the building should have a good
appearance. Montour stated that he would like complete numbers for this
project before making a decision. He suggested that there may be grant
8
