MINUTES <br />CITY COUNCIL <br />JUNE 26, 2013 <br />money or an organization that would be willing to contribute toward the <br />project. <br />The Director indicated that the City Engineer will be providing him with <br />more definite numbers on the utilities. The Director also indicated that <br />there may be other potential funding sources for this project, and reported <br />that he will approach the Little Canada Recreation Association (LCRA) <br />with a cost participation request at their July meeting. The Director <br />indicated that in preliminary discussions with LCRA the suggestion was <br />made that perhaps artificial ice should be added at the facility. The <br />Director stated that the estimated cost of a concrete pad would be $1,100, <br />plus there would need to be some electrical improvements. <br />Krum again suggested the potential to cut costs in finish materials. <br />Montour felt that the building should be maintenance free, and stated that <br />he did not support cutting cost that would impact that aspect of the <br />building. <br />There was discussion of the size of the bathrooms as well as the proposal <br />for two separate bathrooms rather than one unisex bathroom. Krum also <br />explained that a remote locking system is proposed for the bathrooms at an <br />estimated cost of $7,200. Montour asked about a camera system. The <br />Director indicated that one was not proposed. Keis suggested that the <br />wiring for such a system be included in the warming house project. <br />Keis stated that he liked the building design, the maintenance free exterior <br />and the roof. He suggested that total estimated costs be presented to the <br />Council. Keis also agreed that additional funding resources should be <br />pursued. <br />Blesener stated that given the limited use of the building, his concern was <br />the $200,000 plus estimated cost. The Director noted that the users of the <br />of the skateboard park would utilize the bathroom facilities 7 to 8 months <br />per year in addition to the warming house use during the winter months. <br />Blesener felt that additional funding sources should be pursued. <br />McGraw asked about the land ownership in this area. The Director <br />reported that the warming house location is on land owned by the City. <br />The hockey rink in on land owned by the City and overlaps on land owned <br />by the St. Paul Water Department. <br />The consensus of the Council was that complete project cost information <br />should be put together and brought back, including estimated costs and <br />feasibility for remodeling and use of Old Fire Hall bathrooms. The <br />Council also asked that additional funding sources be pursued and that <br />information brought back to the Council. <br />9 <br />
