Joel Hanson
April 11, 1990
Page 2
In answer to Question No. 3, the City Ordinance and the Municipal Code
allows for enforcement by process of written notice either by letters or
by violation tags issued by the Ramsey County Sheriff with authority given
by the City Council action and direction by the City Attorney. In the
past, letters were written to homeowners allowing for a violation to be
taken care of. The City worked with people. If it is the desire of the
City Council for a more stringent approach, then the Municipal Code and
Zoning Code would need a section to include abatement of the violations.
In conclusion, the most visible violations need immediate attention to
include complaints by citizens and City Council members. Violations will
be handled by on -site inspection and a correction notice being sent or
hand del- ivered to the occupant of the building.
The following is a procedure which I have developed for handling
violations. I look forward to your support for the actions being taken.
1. Working with the citizens of our community.
2. Working towards the process of forthcoming of violations.
a. Site inspection.
b. Complaint by citizens.
c. Complaint by City Council members.
d. Follow -up.
e. Correction notice to occupant.
f. Identify pertinent section of the City Ordinance /Municipal
Code.
g. Total involvement of Ramsey County Sheriff for issuance of
violation tags.
h. City Attorney directions.
JP:kv
Enclosure
Pants 1A
