l <br />MINUTES <br />PLANNING COMMISSION <br />April 5, 1990 <br />that in the future there is the possibility that the <br />area might redevelop. <br />Frattalone pointed out that the property had been <br />tax - forfeit and he acquired it and has been paying <br />taxes on it. Frattalone stated that some day the <br />property will be buildable,. Frattalone also stated <br />that he believed his operation had a better appearance <br />than some of the other development in the area. <br />DeLonais pointed out that the City has permitted an <br />auto salvage yard to operate within the City until such <br />time as the present owners go out -of- business. <br />DeLonais asked if the same situation could be applied <br />to the Frattalone recycling operation. <br />The City Planner pointed out that the actual recycling <br />is only done about three weeks per year. The Planner <br />stated that if the City wants to permit this operation <br />to continue, the Ordinance needs to be amended to allow <br />it. <br />Frattalone stated that he will do whatever screening <br />that the City determines necessary, however, he wants <br />to be able to run a business on this property. <br />Frattalone stated that he would also be able to control <br />the dust. Frattalone stated that he would like to <br />develop the property some day, however, the property is <br />not ready at this time. <br />The Planner reviewed his recommendations as listed in <br />his January 24th report for screening as well as <br />setback. <br />Frattalone was concerned about the 40 foot setback <br />recommended by the Planner and requested that this <br />setback be decreased. <br />The Commission also felt that height and screening <br />concerns needed to be addressed. <br />Frattalone stated that he was willing to work with the <br />City on these issues. <br />DeLonais recommended that the issue of bituminous <br />recycling centers be tabled until the May Planning <br />Commission meeting in order to give Mr. Frattalone and <br />the City Planner an opportunity to develop an ordinance <br />amendment allowing such operations while addressing the <br />concerns raised this evening. <br />Page 20 <br />
