MINUTES <br />PLANNING COMMISSION <br />April 5, 1990 <br />Palmen reported that he is prepared to extend City <br />watermain to serve the site. Palmen reported that the <br />City of St. Paul has indicated that he can bring the <br />watermain down the easterly easement in their <br />right -of -way. There is already sewer available to the <br />site. <br />Palmen reported that he needs to determine whether he <br />can put the watermain in the boulevard area off the <br />pavement just south of the sewer line. The watermain <br />would be stubbed off at the end of the property on the <br />east side for the possibility of looping in the future. <br />If the watermain issue cannot be worked out, Palmen <br />reported that there is the possibility that he would <br />only develop one home on the site, and if that occurs, <br />he would install a well to serve that house. <br />Pedersen asked about the drainage of the site. <br />The City Planner replied that the City Engineer is <br />reviewing drainage. <br />Pedersen asked if the items raised in the City <br />Planner's previous report had been addressed <br />satisfactorily. <br />The Planner replied that they had. <br />DeLonais asked about the wetland area. <br />Palmen pointed out that he is in the process of filling <br />the property and the ponding area is being pushed <br />further back on the site. The property will be graded <br />and an overflow pipe installed so that the lots will <br />drain to the center ponding area. <br />DeLonais asked if the basement levels of the proposed <br />homes would be above the pond. <br />Palmen reported that the homes will be walk -outs, and <br />the pond will be two to three feet in depth. The <br />project will be engineered so that the basements will <br />not be flooded. <br />Page 2 <br />
