MINUTES <br />PLANNING COMMISSION <br />May 3, 1990 <br />Hennessey reported that she has operated the day care <br />center at her home since September of 1989. <br />Jerry Carle, 130 Yorkton Ridge, reported that he was <br />opposed to the conditional use permit. Carle submitted <br />letters from two other property owners in the area who <br />also oppose the request. Carle stated that he was <br />opposed because of traffic concerns. <br />Jim Leese, 110 Yorkton Ridge, pointed out that the <br />street is a cul -de -sac, and the reason most people <br />moved onto this cul -de -sac street is to get away from <br />noise and traffic. Leese stated that he was concerned <br />about the hours of operation of the day care. Leese <br />requested that the Planning Commission table action on <br />the matter for one month to allow the neighbors to get <br />some more information on the request as well as talk to <br />the City's Building Inspector regarding their concerns <br />with the center and what procedures most be followed so <br />that these concerns will be addressed. <br />Leese reported that the concerns he has deal with the <br />speeding up and down the street by parents using the <br />day care center, and the parking of these parents on <br />the cul -de -sac and blocking mailboxes. Leese pointed <br />out that there are a lot of children who live on the <br />street and he was concerned about safety. <br />Hennessey stated that she does not have control over <br />how people drive up and down the street. <br />Leese felt it was Hennessey's responsibility to talk to <br />the parents using the center about how they drive up <br />and down the street. <br />Costa asked for numbers of children at the center. <br />Hennessey replied that she currently has 12 children at <br />the center and she wants to expand to 14. It was <br />pointed out that 5 of the children are Hennessey's, and <br />they count in the numbers allowed at the center. <br />Costa asked if the children were confined to the house. <br />Page 2 <br />
