MINUTES <br />PLANNING COMMISSION <br />May 3, 1990 <br />Drabik stated that there might be no increase in <br />traffic at this time, but pointed out that in the , <br />future there could be more families using the center if <br />families each only had one child at the center. <br />Hennessey again stated that she would speak to the <br />parents using the center about traffic speeds and <br />blocking neighbor's driveways. <br />Carle pointed out that this is a business being run in . <br />a residential neighborhood. Carle reported that he has <br />a business and must run it from a business area. <br />DeLonais pointed out that the Code allows for certain <br />home occupations. <br />Carle stated that he purchased a house on a cul -de -sac, <br />and did not want a house on a freeway. <br />Morgan pointed out that there are eight families using <br />the day care, that means eight cars to and from <br />Hennessey's house. Morgan felt that all the parents <br />using the day care would cooperate to resolve the <br />speeding concerns. <br />Drabik pointed out that Hennessey has two people <br />helping her with the day care center, and home <br />occupations are supposed to be limited to just the <br />resident. <br />The City Planner replied that the Code provides for <br />unusual and unique conditions for non- resident <br />assistance, and it was his opinion that this situation <br />would qualify since the State requires a certain number <br />of day care providers per number of children. <br />Pedersen pointed out that if the Commission recommends <br />against the Conditional Use Permit, there will still be <br />12 children at the day care center, and the same amount <br />of traffic going up and down the street. <br />Leese asked if there were any codes that Hennessey was <br />required to comply with to keep the license that she <br />currently has. <br />Hennessey reported that she is licensed by the County <br />and they inspect her home annually looking at the <br />issues of safety, fencing, discipline, etc. The County <br />does not consider the effect of the day care center on <br />the neighborhood. <br />Page 4 <br />
