SUMMARY /RECOMMENDATIONS <br />If the City is interested in altering its freestanding Sign <br />Ordinance regulations, the survey information has indicated two <br />primary areas of issues. Each is discussed below. <br />FREESTANDING SIGNS FOR SEPARATE BUILDINGS <br />o Most communities allow freestanding businesses in shopping <br />centers to have an additional freestanding sign. Although <br />most cities utilize the language of separate parcels, we <br />believe this is a meaningless distinction and is meant to <br />refer to separate buildings. Rather than allow these signs <br />outright, some communities restrict them by size, height, <br />setback, type of street, or type (such as requiring <br />"monument" style signs). <br />RELATING SHOPPING CENTER IDENTIFICATION SIGNS TO FRONTAGE <br />o Many communities relate the number of allowable shopping <br />center identification signs to the number of street <br />frontages. Little Canada currently allows on such sign with <br />a second allowed by Conditional Use Permit. One problem is <br />that there are few conditions listed as criteria for <br />approval. The City may wish to restructure this section and <br />list the criteria more specifically. Some possible <br />suggestions would include: <br />- Multiple occupancy commercial structures only. <br />- Shopping center identification only (allow wall or <br />marquee signage for individual business <br />identification), or up to 33 percent of such <br />identification signs for directory information. <br />- One sign per frontage only - only one sign may be <br />located within five feet of any street right -of -way. <br />Any additional shopping center identification signs <br />allowed must be at least forty feet from that right -of- <br />way. (Forty feet is the B -3 building setback.) <br />- Consider a minimum total street frontage to allow a <br />second sign, to avoid a two business building which <br />occupies a smaller corner lot qualifying for two signs. <br />3 <br />Page 114 <br />
